There are not only private above but also public ones. They are part of the artifacts and people are living in them.
Usually, people wouldn't live in places like this, where someone could spy through them, but here some of them doing that, because if the attack came.
These buildings are part of the artifacts and will protect them. They are the strongest things here. Barely any abodes could compare them in the defense.
